What do municipal audit opinions mean?
An audit opinion describes the auditor’s conclusion on financial statements. A clean audit also requires no material findings on performance reporting or compliance. It is not a guarantee of good service delivery.

Unqualified with no findings is a clean audit. Unqualified with findings means the financial statements are materially reliable, but material performance-reporting or compliance findings remain.
A qualified opinion identifies material problems in particular areas. An adverse opinion means material misstatements are pervasive. A disclaimer means the auditor could not obtain enough evidence to form an opinion. An outstanding audit is not a clean outcome or a completed opinion.
What should I check next?
